What software to organize the storage of heterogeneous project documentation?

We have a small enterprise producing devices and systems.
Each device (brick) is described by completely heterogeneous types of documents created in different types of programs - doc, jpg, dwg, pcb, etc.
Each system consists of devices (bricks or containers) and may contain additional documents not described in any of the bricks.
Requirements:
Each user has the right to add, delete, change a file both in a separate brick and in the system outside a specific brick.
Every change in a brick should be reflected in every system using that brick.
Changing a brick that is inside the system is not allowed. Only a single brick.
The ability to make backups is needed.
You don't need to control the authorship of the change.

Who will advise what from free or, in extreme cases, inexpensive software?
