What software is there for employee assignments and task tracking?

We have a small company, but some kind of bureaucracy is already required, because assignments sometimes fall out of the heads of both the authorities and subordinates.
What should be:
- To-do lists for each employee
- Any employee can set a task for another employee and indicate the due date
- Another employee cannot hide or delete a task without the knowledge of the first one
- The manager sees all the tasks assigned to his subordinates.
- Reminders of upcoming cases - at least by e-mail a day before.
- Tasks can be discussed (just write a lot of text under them)
At first I tried to organize it all in Nextcloud, but it hurts there in its infancy.
It is possible and paid system. It is desirable that you can deploy on your server, but you can also deploy online.

If the people are no more than 10 people - Jira. Really cool system, has everything you need and more. But - a license for 10 people costs a penny, but for 50 (the next step) - already like an aileron from an airplane wing, and for 100 - already like a wing itself :) The license is bought for a year .
If there is no money or there are more people - redmine, mantis, bugzilla, thousands of them ...
