What software allows you to import related html pages from subfolders into a local knowledge base?

There is a local copy of the site, which is related html-pages located in different folders, subfolders. Some pages have working links to other local pages.
(Pages sourced from the DokuWiki site).
It is necessary to import all these pages into the local program (PIM, tree organizer, notepad) so that the links between the entries remain working, clickable and so that you can continue working with the imported entries already in the local program.
This program should be at least a little not abandoned, preferably in Russian.
Ideally, this should not be a local wiki where wiki formatting characters are visible when editing instead of explicit formatting.
There are only a few PIMs that I know of that allow you to import html pages from subfolders.
Tried importing html into the following PIMs:
myBase: links between articles (posts) stopped working;
UltraRecall: after importing html pages, they cannot be edited;
WinOrganizer: empty entries were imported;
TreePad: links between entries not working after import.
You can import in chm, everything will work, but you can't edit it.
