Not possible on Raspberry Pi.
The most budgetary of the new ones, I think this one . But it's better to take this one .

You can put a thin mini-itx motherboard with an SSD in a case with a built-in heatsink.
Like here in the Akasa Galileo case or similar.
This uses the built-in SSD and an external laptop power supply.
Often they cling to the back wall of the monitor.

You can install Windows on any single-board computer that meets the system requirements of the selected OS. First of all, it must be an x86-compatible processor, because. you, apparently, need a "regular" Windows.
Regarding x86 systems, there was already a similar question:
What x86-compatible minicomputers do you know?

best budget PC with Windows

My parents have been using MeegoPad T01 PC Stick as a media set-top box for a long time, now an improved version of MeegoPad T02 is being sold, and other manufacturers have also caught up with Intel and Lenovo.
Extended versions up to $150 have features - Intel Atom Z3735F (1.83 GHz quad-core) processor, 2GB of RAM, 32 GB of storage, Wi-Fi and Bluetooth 4.0
