First of all, attention is paid to mileage and, accordingly, appearance. In particular connectors, matrix, buttons. Be sure to take a few test shots, with different parameters, it is advisable to consider not on the camera itself.
As for specific models, I only know Nikon from personal experience.
For beginners , as a rule, cameras of the D3xxx line (D3200, D3300, etc.) go. In principle, if you are a complete beginner, then they will be enough for you.
The "average" usually include the D5xxx line, and also, conditionally, the D7xxx fall here, because they are still far from really considered professional (and expensive) cameras, but at the same time they are still noticeably more advanced than D3xxx and D5xxx.
It is also worth considering that a lot depends on the lens, and sometimes a relatively old camera in conjunction with a good lens can sometimes shoot noticeably better than a more recent model paired with a kit.
