A well-written TOR - minus a dohrelion of man-hours of work and tons of nerve cells, remember that even if the TOR is written perfectly, the programmer will still say that it is crappy (so that the PM does not relax, otherwise the manager is here ...)
Calendar plan, Jira and co - our bros, plan milestones and sprints and follow the plan, but without addiction, no need to anally punish everyone around for being overdue by 1 hour.
In all projects, there are risks that must be taken into account so that in the middle of the project it does not turn out that it is impossible to implement an important feature for the business at all, create a list of risks and lay a budget for them, and not just write down the risks and forget, but manage them - always there are symptoms that the risk will come here, the ability to see these symptoms in time can save the project.
