The size 100%x90px is selected for the display ad format, and the Horizontal block is selected for Yandex.Direct.
Display advertising and Direct are different.
You can set the CPM threshold in the block settings for Direct, but the 100%x90px format is not very popular with advertisers. Better use Responsive or Custom Block for Direct.
