Merchants, only with a different purpose - the site will be indexed, put links and will receive rubles for it. Or maybe competitors.
Need to fight:
1. write a claim to the owner of the domain. If it is RU/RF - through the contact form with the administrator (when viewing whois in the admin-contact field). Write about intellectual property and the desire to sue the domain owner with the involvement of law enforcement agencies.
2. if there is no response within a few days - write the same claim to the hoster. Check the IP in Whois and see the [email protected] mailbox. The hoster will respond 100% if he is Russian. Foreigners are reluctant, but they are afraid of the key words: Roskomnadzor, blocking throughout the Russian Federation.
3. if no one responds - a complaint to the RKN, they will take action.
What can you show them? Do you have a verified intellectual property right for the design? Or on the layout code? Maybe you just copied it from somewhere? Or bought on one exchange or from one developer who sells such a site to everyone for $ 3? Maybe your content has a confirmed ownership right? Yes, you can write in the footer that all rights to the text belong to your site. And they will be written that all rights to this text belong to their site.

I answer according to possible goals. In my memory, there are two similar cases - both a few (about 5) years old.
In the first one, some villains made a page with our three-year-old design, placed it on a hacked third-party server, and attached some programs for downloading there that require sending a paid SMS for installation (our programs definitely do not require this). We learned about this from a complaint from one of the potential users, and we received a link from him. Through whois, we found the contacts of the owner of the domain, contacted him - in general, after a few hours the muck disappeared.
Second case. In a small town there are about 7-8 offices (small - within 10 employees) that provide services to business clients. The vast majority of their clientele is local, attracted by city advertising, advertisements in the local newspaper and other similar methods. One of the offices, in order to attract additional customers, made a website for itself. I did it myself, without involving third-party specialists, so the content turned out to be quite unique and even useful in some ways. And the use of a normal (in general) CMS and placement on a paid, albeit inexpensive, hosting also made it possible to receive feedback from the site. The result of this work came out positive; competitors, of course, found out about this, and after a while two of them also decided to acquire websites. The first one took the path of creating a site from scratch and filling it with its own content; his resources allowed it. But the second one decided to simplify and reduce the cost of the process: he "created" a site on narod.ru and pulled some of the content from someone else's site there, changing only the contact details in it. There probably wasn’t even enough resources for a normal design: this creation looked, to put it mildly, miserable. And there was no talk about feedback. However, the owner of the original content expressed his dissatisfaction with the contact number from that site and was ready to abuse Yandex. But the latter was not required; within a day after the call, the claim content was removed. changing only the contact details in it. There probably wasn’t even enough resources for a normal design: this creation looked, to put it mildly, miserable. And there was no talk about feedback. However, the owner of the original content expressed his dissatisfaction with the contact number from that site and was ready to abuse Yandex. But the latter was not required; within a day after the call, the claim content was removed. changing only the contact details in it.
