What should be the speed of the Internet for a regular ip camera in order to remotely monitor online?

What should be the speed of the Internet for a regular ip camera in order to remotely monitor online?
Our enterprise wants to purchase an IP camera to connect a remote branch and view it online, but there is such a problem as the Internet speed (very low, 600 kb / s, one provider + Internet over a copper 2-wire telephone line is no longer available).

If kb / s is kilobytes per second, then enough is enough. If kilobits is also enough, but you will have to sacrifice either resolution or frame rate. For example: Axis M1011, H264, GOV=32, [email protected] - the load is about 800 kilobits per second.

speed was measured on the camera side or on the client side?
On the camera side, you need to watch the outgoing Outgoing on the DSLE is much less than the incoming
Reduce the number of frames per second without reducing the resolution and the H264 codec
