What should be the approach to choosing the architecture of an online store?

We want to open an online store with a friend in Ukraine. We have no knowledge in web development. We will give work to the operators. So, tell me, please, what questions do you need to decide on before you start discussing work with performers?
So far the following is known:
Budget 1-2, max. 3 thousand $.
There are about 200 products in the catalog at the initial stages with the prospect of growing to 2000.
The region, as I said, is Ukraine. Accordingly, you need to be able to accept payment in hryvnia, cash + bank transfer.
We need integration with the PrivatBank payment service and delivery services NovaPoshta + UkrPoshta
The main requirement is the speed of the store and adaptability to mobile devices.
Need a section "Blog"
Questions are:
Is it worth it to stop at CMS or immediately make a store for your needs? If it is worth using CMS, then which ones are suitable based on the above requirements?
What DBMS to use? And do I understand correctly that if you use CMS, you will have to be content with the DBMS that is part of the engine?
So far, WP + WooCommerce is on the buzz. What do you think of this decision? Will it fit?
Is it worth making an adaptive store for mobile devices, or is it better that the mobile version does not touch the desktop one in any way?

With your requirements, it is easy to fit into this amount, immediately with the design and creation of the site, and with the filling of the first 200 products.
CMS is enough for your needs, I would advise WP (Woocommerce) finished to your requirements or OpenCart. Usually I do it for clients on WP so you can very quickly adjust the admin panel to the requirements of the client (remove unnecessary stuff so that content managers do not get confused in the admin panel, display the necessary sections and buttons so that you don’t have to look for them).
You can use different CMS, but regular MySQL is enough, for speed you can set up caching, compression and connect Redis. The site will fly. From personal experience - up to 8-10 thousand products, you can not think much about some kind of special website optimization.
I wrote above what fits.
Adaptation, of course, needs to be done, and in principle, I have not heard that it is not offered now in the standard package of services when creating a site. Adaptation for mobile devices is done by default. It also has a positive effect on SEO optimization.

"or immediately make a store for your needs?" - for 2-3 thousand dollars, they won’t write a good store from scratch on some framework, or you will get a leaky unfinished sieve that you can’t support.
My advice is to take a ready-made CMS, for example, Bitrix, there are a lot of things already ready and not expensive. If you want to work with freelance and sharpen it for yourself, check out OpenCart.

That is why the future belongs to SAAS. For novice businessmen, this IT topic is an asshole. And what can I say, I would go nuts myself if I needed to make a quality IM for myself. A lot of work - from programming to content and SEO.

"For your needs" - this is your own staff of developers, these are the costs of 2-3 thousand per month for a couple of average programmers at best. If
they tell you that they will do it "specifically for you" - most likely it will be a lie - they will sell you an engine slightly modified, but the essence will be the same. Your project, really tailored for yourself, is a very expensive and time-consuming pleasure.
If I were you, I would invest in a cheap, simple, but working prototype. Those. the performer tells you what kind of engine he puts, you watch a demo of its capabilities, if everything is ok - screw the payment module. And that's it. Otherwise, with Wishlist regarding business processes (taxes, reports, unloadings), there is a risk of going broke.
