First, your title and h1 are currently different. Those. most likely you either solved the issue or "sewn" it into the page code.
Secondly, according to the documentation and notes, in the h1 output place you can write: $APPLICATION->ShowTitle(), and in the title: $APPLICATION->ShowTitle(false)
