What should be a video card capable of outputting 144Hz?

Hello, I'm puzzled, I can't understand what should be a video card showing 144 hertz without any problems.
My computer has RADEON r7 200 series (2gb) can it give me 144 ? If not, why not.
And what should I consider when buying a monitor.
