What should a designer read for development?

I agree with rumkin. On smashingmagazine.com , out of 10 articles, 1 is worthwhile, and the Network section is a simple collection of tops, nothing more. You can read it periodically, but I would not make it a main resource for a web designer.
If you are fine with English, I recommend reading English-language resources (or their translations), although there are also good articles in RuNet, but less often. Basically, all the best material is written by the designers themselves in their blogs. I do it simply - I find the blog of the designer whose work I really like and subscribe to it.
I can recommend a few resources that I read and watch every day (and you choose what you are interested in and what is not):
1) The Grid Systemis a site dedicated to collecting materials about grids and grid design. It is updated, unfortunately, once a month, but there are many links to excellent resources that are updated more often. See also the books that are recommended there. I bought a couple, I do not regret it, I learned a lot of useful and new things.
2) Design Basics - A thread on the DesignersTalk forum where one of the top web designers on the forum talks about design basics.
3) Minimal Sites , Grid Based , Siiimple - these are mostly gallery sites, but if you dig through the forums and look at the links, you can find a lot of useful information, including blogs.
4) Modular design systems- the project of the notorious Alexei Cherenkevich. While there is not much material there, but something is already there. I also recommend Cherenkevich's blog and his blogs on Habré .
5) Justnotes.ru - translation of articles from famous magazines and web resources about design (including Mashable, the99percent, Behance and the same unloved Smashing Magazine).
6) Lebedev 's leadership - yes, pop, but there really is a lot of useful information, especially in the materials of previous years.
7) I Love Typography is one of the most useful typography resources out there.
Then I just list without description: FormFiftyFive , swissmiss ,The Personal Disquiet of Mark Boulton , Subtraction.com and AisleOne . This, perhaps, is all. Many links still come across from the Twitter of the above resources.
By the way, less and less interesting articles about design (in particular, about web design) have recently begun to appear on Habré. It's a pity, because before it was more. I do not know what it is connected with.

smash magazine? Don't make me laugh, this is designer pop music that does not have any creative element at all, all that appears there is reprints of other people's articles and collections of free icons, brushes, splash screens.
my advice is to read the literature, where there is either serious experience or analytics. Choose the main area, I like the typography.
If you want to learn / get your hand on psdtuts.com, if you want to learn from life experience, read the same Pashchenko, but rather chat on LiveJournal, I think he will advise something that is really useful.

I advise you to read textbooks on drawing.
Oddly enough, these tutorials describe many nuances to enhance the artistic beauty of the project. And besides, this reading helps to find new ideas in design.
