What services exist to share knowledge?

There is a lack of a service in which not only professionals, but also amateurs can share in various categories:
ideas, advice, experience, knowledge: household, regional (local), vital, interesting thoughts, reflections, research results.
How will it look like.

  • Categories should have a tree structure , ideally.
  • After the publication of the entries, they should be displayed in the general categories of the service, sorted by date of addition, alphabetically, should be available in the search by text, and possibly by keywords.
  • Articles may not be in the style of "everything you need to know about ...", but in the style of " something about ... ".
  • It is convenient to share entries not in the style of "here, rate my article for you", but in the style of "here's what I learned, I'm sharing with you."
  • Ability to turn off comments.

This is how the base, an encyclopedia of advice, experience, thoughts, ideas, knowledge can look like.
These services are not suitable for this :
  • wikipedia.org: there are only encyclopedic, relatively professional articles with many restrictions, there is only one version of each article;
  • questions and answers: otvet.mail.ru, toster.ru: here you can share specific knowledge only after someone asks the relevant question (output: let the author answer his own question);
  • on-line blogs and diaries: entries are located inside the blog or diary, and not in the general categories of the entire service;
  • new site (forum): to post posts or comment, you need to register, few people want to.

The following projects have little or no clear categorization:
  • lifehacker.ru
  • groups in social networks.
Almost fit :
  • major forums;
  • collective blogs , in which entries can be displayed in categories outside the blog or diary;
  • habr: there are higher requirements for articles than in a simple blog, they must be of high quality, complete, authoritative, otherwise they can be rejected, only computer topics.
  • livejournal: Few categories, no manual assignment of a post to a category.

Is there anything else suitable?
At the moment, I consider the community in livejournal to be the most suitable option, and for the computer direction, habr.
