What service do you recommend for storing video clips from services like YouTube and Vimeo?

Often there is a need to save somewhere exactly a short fragment from a long video from YouTube or Vimeo. With some kind of commentary and the opportunity to somehow systematize it. Is there some kind of convenient service so as not to shaman with saving, cutting and exporting?

That is, it is required: click on the fragment, select, click on the description, select, click on the comments, select, then send everything en masse somewhere, for quick access, and even free storage!.... Yes, it would be convenient , certainly.

But, as far as I know, there is no such thing, and if some craftsman created such a script, then I haven’t found it in the public domain in Russian and English for several years.
If someone has created something similar, I would be glad to know.
There are the usual ways to copy a page to HTML, available both for PC and mobile, there are a bunch of downlader programs, but I haven’t heard that they allow you to cut out fragments of elements on a page and send them to any free cloud.
Some people keep videos in VK, someone in Telegram, where you can make a save for yourself, someone pours on free Disks. But all this by hand, and through the device.
In general, there are a lot of options on the Internet, but exactly according to the description - nothing like this has ever been seen
