What service can send letters inexpensively?

mailgun - $120 for 250k emails per month.
I don't know what it's about being cheap, but they work sane.

What kind of letters should be sent? Will it be mass mailings or transactional emails? This is the difference in tariffication, since the services are of different directions.
1) For mass mailings on your list, it is better to use Mailchimp. The price will depend entirely on the volume of your subscription list, but it certainly won’t be cheap.
2) For transactional emails (notifications, system emails, etc.) it's better to use Mandrill.
