What script/plugin/program is needed to collect information from GAS "Pravosudie"?

I ask for advice and immediately apologize for the many letters.
I myself am a humanist, but I understand that what was planned can be done and it should not be very difficult. I am running a small project mediasud.ru (WP), where I manually collect and post data on interesting cases from the Pravosudie GAS. Now the service needs to develop and the questions of work automation have arisen:
1) there is a need to automatically collect press releases from each court and post them in a separate section of the site.
2) there was a need to track changes in the movement of the case (each case has a card where data on the date and stage of consideration are entered - from transferring the case to the judge to sentencing). Ideally, I wanted to create an office on the site, where the user could drive in a link to a specific case and the parser would give information about when a new meeting was scheduled in the case.
To solve the first task (as easier in my opinion), I tried to study and configure the available parser plugins for WP - aftparser and wpgrabber. But it broke off, since the entire link structure in the State Audit Office "Justice" is built on links like "/modules.php?name=sud_delo&srv_num=1&name_op=case&case_id=64476752&delo_id=1540006". Didn't even bother with the second one. I only understand that due to the uniformity in the layout and structure of all court sites in the SAS, by setting up data collection from one court, this can be easily duplicated for other court sites.
Questions:
- Is there a ready-made solution for my tasks?
- What script/plugin/program is needed to collect information from GAS "Pravosudie"?
- If there are no ready-made solutions, what specialists are needed to solve problems?
How much would a job like this cost?
- Does it have to do everything on WP (I do it here because the project is small, non-commercial, and a ready-made and well-known platform allows you not to be tied to any one developer)?

1) a ready-made solution - you listed it yourself, find someone who will fit it, and that’s all
2) look at the cost on fl.ru how much they offer for parsers - and how quickly they agree
3) WP is the easiest and cheapest to maintain
