What's wrong with iMac 2017 Retina 27”? Why is he melting?

Working in MacOS, I didn't even suspect that something was wrong with my computer. And it's not the noise, it's very quiet by the way. The problems started when I needed to use software under Windows for work and I worked in this OS.
I have a top-end 2017 Core i7 7700k, Radeon Pro 580.
It makes a little noise under Windows, and a friend broke through some test and almost fell off his chair, they say not engineers, but schoolchildren work in this Apple, here is a screenshot. He says that 65 degrees of the processor in idle time is a lot and that the cooling system is notebook on such a hot stone.
What is wrong with this computer and is it so scary? What's wrong with numbers? Can you give it back? Why sell such computers and even not cheap.

Or, for example, a standard 4K render in the premiere. 66% throttling - is this really the norm? Has anyone ever tried testing computers from this company?

I believe that the problem is that venda does not know how to enable power saving on your machine through bootcamp, and therefore is forced to drive the CPU to full .
So the students here are not Apple, but microsoftware. And you can't do anything about that noise. Alas.

I understand (guessing on coffee grounds) that the Mac system is somehow optimized to not allow software to constantly drive iron into the tail and into the mane.
At 100% loading of everything and immediately under Windows, at least the processor overheats and its frequency is reset.

Stop running benchmarks and just work. Noise - well, the joke is with him. The main thing is not to reset the frequency. Work when absolutely necessary under Windows, but highly desirable under Mac. And in general, what exactly are you doing under Windows? What kind of software for work?
If you have to spend a significant part of your time under Windows, then I don’t know why you bought a poppy at all - not a good idea.
Using Adobe on a Mac is not worth it at all, there is Final Cut, which renders several times faster than the premiere. If for some reason it does not suit you, then feel free to return the Mac and buy a regular computer. For this money, you can build an excellent car even at 8700K.

I have an old iMac only after 5 years it started throttling when heated. Before that, he quite adequately responded to the load.
I think the problem is in Windows on a Mac. It does not take into account the peculiarities of aimag cooling.
