What's with the weird sorting in TortoiseSVN?

Why in TortoiseSVN does sorting depend on the number of characters in the folder name? For example, a folder named "4" generally goes to the very top.

This is mistake? After all, the help says: "Just like in Windows Explorer, you can click on the column header in the right pane if you want to set the sort order" (help file for version 1.6.16 dated 2011/01/21 21:21:17 (r20750))

It is very likely that such filenames are treated as numbers and leading zeros are ignored. And then 2001 < 2031 < 2100 and 3102 < 20011. Again, 4 is a very small number.
