What's with the weird file at the root of the user's folder?

In general, when creating users in their root directory (for example, in C:\Users\User01), along with standard folders (My Documents, Desktop, etc...), a file is created TsAllUsr.Dat
Before this was not the case. What is the file and what is in it?
