What's to stop a non-stock freelancer from posting a commissioned mobile app as their own?

Given:
I'm doing a mobile project. I hire a freelance programmer (for example, NOT through the exchange), I give him a carefully written functional specification of the application, a pre-rendered design and a package of sounds.

Question:
Is there a real risk that instead of giving me the work done, the freelancer will use the received essays and publish the application created on their basis on their own? How to build relationships in such a way as to avoid this? Can this problem be solved by working through the exchange and how?

*Never worked with freelancers before. What else do I need to know?

Clarification : I am in North America, the developer is in Belarus / Russia / Ukraine, i.e. we are not in the same legal field.

Conclude an agreement. Write down the design and sounds on a disk (not rw) and take it to some Chamber of Commerce and Industry (I don’t remember exactly), where they will do the type of registration for you. Take the developer from your country so that there is one legislative field.
To be afraid of wolves - do not go into the forest.

And what platform?
If it's iOS, then Apple's policy regarding working with application certificates, provisioning profiles, etc. will protect you. But at the start, you will have to spend a lot of time to deal with all this kitchen. And if you just tell the developer - “make an application, I don’t want to go into all these complexities of working with profiles and certificates”, then he will publish it himself. Moreover, in order to implement some functionality (In-App purchase, for example), he will have to do this.

As an option, there is still such a practice: you write all the transferred materials to a disk and send it to yourself by mail or courier service. After receiving the envelope, do not open it.
If required, this envelope will be opened in court and used as evidence.

The first thing you need to do is Deposit your source material and TK. This is done in the Russian Federation by RAO and copyright.ru.
After that, transfer your TK and materials, having previously concluded an Agreement between you as Physicists. I did the same on one of the projects, with different legal fields.
