What's the best way to take notes on a laptop?

Now on the laptop, so I outline (win10). Half screen video on YouTube or in the player. Or a book. Below is the abstract document. I am typing a summary. I take screenshots. Often you need to google in the browser. Then you expand it to full screen. Then again you expose all the windows. "As it should be under the abstract." It's annoying for a long time.
