Either do it locally, or create a copy of a working site on a subdomain and close it from indexing and work, and then, upon completion of work, synchronize directories and databases.

create a subdomain dev.sitename.domain, a folder on the hosting and work. you can connect a folder on the hosting as a disk on your computer. Many even virtual hostings support this, either ssh or ftp, in short, as convenient.

Xs, I always do it on the host. It is more comfortable. You just need to edit to set up the environment in which you work, otherwise these saves are permanent.
