What rights does a user need to remotely manage services?

There is a computer. I would like to remotely manage and monitor its services.
Admin rights work.
The question is - what are the minimum necessary rights to give the user and where, so that you can manage the services of computer B (a computer in the domain) from computer A (domain controller) - and, very preferably, not admin rights. Not a specific service, but all.

Through the "computer management" snap-in, you can steer a remote computer.
On the remote computer, disable local login for the user who needs to steer the services.
