What resources will you need to develop your medical CRM?

I have a very distant idea about the development of services and applications.
I could write some simple CRM in PHP for a coursework.
Now the management has set the task to attract specialists to develop a medical CRM.
Examples of tasks that need to be solved:
registering on the company's website
maintaining a personal history making
an appointment with doctors
online consultations
online payment can be
administration of all this
integration with something you need to
create a mobile application
Questions:
What is the minimum number of specialists needed for this?
Is it possible to find such specialists on freelance?
How much can the services of such specialists cost?
Maybe it's better to contact a company?
How long do such projects usually take?
Does it make sense to develop it yourself, because there are ready-made solutions?

Look at ready-made solutions, if they solve your problems, then it makes sense to use them. So you will start working with the system earlier, and not wait for a new one to be made.
If the existing solutions do not meet your requirements (even with refinement), then naturally you will have to get involved in the development.

You clearly don't understand what you're doing. You don't need to assemble the team yourself. You can lead. supervise, but there must be someone who understands what is happening.
No TK - no deadlines. Moreover, there is no team. 1 person can saw for 10 years. And if you have a staff of 100 people - another question. What are their qualifications.
If there is ready - of course it makes no sense. A good solution will cost $50k or more for sure. How much more - it's hard to say, but I think ready-made can be found cheaper. Or make your own to sell later.

It is clear that nothing is clear beforehand, but from what is:

Thanks for the replies, if there are more thoughts, I will be glad to any advice.
As I now see:
1. Really start with ready-made solutions, in the process it will be clear what is needed, what is not needed. Maybe it will stop there.
2. If developing, then start with the development of technical specifications and hiring a lead developer who has experience.
