From my own experience, I will say that everything is bad with Russian resources for SVG. I know that Yoksel sometimes writes about svg here ( css.yoksel.ru ) and I know such an introductory one .
According to English-language sources:
1) Combined hodgepodge No. 1

3) tutorials.jenkov.com/svg/index.html - this site helped out many times. True, I usually got to it from Google, I didn’t read everything completely.
4) sarasoueidan.com/articles/index.html - search by SVG. There are a lot of excellent articles, a direct standard.
