What resources exist for creating vr games and applications?

1. Plz tell me literature, courses or tools for creating vr games and applications.
It is planned to create a test application for flight simulation.
2. Is it necessary to know, say, c# for unity at least at the middle level?

It makes sense to start with the guide from Oculus , it is well described what should and should not be done when creating applications for virtual reality. After that, you can watch the official tutorials and tinker with the demo project . When you figure it out, install VRTK and see the examples there.
With regards to knowledge of the language, everything is like everywhere else - the more, the better. If the scale of the application is small, then you can quickly cheat what you wanted and reach the release on crutches, but, you know, no one will be proud of such a craft. Try to start with tutorials, if everything is clear with them, then you will probably be able to cope with your task.
