What RAM to choose?

The laptop has 1 stick for 4GB DDR3-1600 timings 11-11-11-28. We can deliver another one.
I want to buy another 4GB stick to work in dual-channel mode. You must definitely take with the same timings or you can use smaller ones, for example 9-9-9-24. I read that the lower the timings the better. Thanks
