Please tell me what questions to ask them to form an opinion, what answers can alert, and what may immediately present them as good performers. They are mainly interested in practical issues, and not in the type of terms-prices, that is, for example, what stack of technologies they use, what tools they use to optimize the mobile version of the site, etc.

Initially, you should understand that you are doing a landing page, its main goal is to bring leads. Therefore, you need to ask how people will provide conversion statistics, what methods they use to improve conversions, look at their portfolio, at the design of their work, find out about the scheme of their work, how they will adapt the design to the target audience, in general, these are basically some kind of marketing questions. .
About the technology stack for landing, these are secondary questions, for example, the guys may not be very technically savvy, but in advertising and attracting customers they are simply gods :)
