In your case, I do not understand why you need SEO. The service is expensive, regional competition probably does not go off scale. I would try contextual advertising in search engines and probably in social networks. It's simple, it can be calculated, it will work. And SEO is, as it were, a secondary task, on which in this case I would not spend resources. For 10-20 requests is about nothing.

It is best for you to carry out one-time SEO optimization work. Taking into account the development of other sales channels, competent one-time internal optimization will be enough to collect up to 80% of SEO traffic. Accordingly, there is no need to expand the SA, otherwise it turns out to be SEO for the sake of SEO, and not for the sake of sales.
