What programs for encrypting data before sending it to the cloud do you know?

It doesn't matter which cloud I use to save files there.
You need a program that allows you to send only securely encrypted data to the server with hiding file names. And on my side, I can quickly download the file I need from the cloud, knowing its real, meaningful name. Those. the owner of the cloud should not know about the data inside, nor about the names of the files. What programs, technologies are there for this?

It's strange that no one has advised duplicity . A set of encrypted archives of a specified size (by default, it seems, 250 MB) with hash names is stored on a remote server. A "database" of matching files and archives is stored on the local computer. With one command, all specified folders are compressed, cut, encrypted and sent to the server. The second command downloads the specified file (or all files) from the server.
One of the minuses is the overhead for traffic and space.

Either use secure crypto containers like truecrypt, or use a secure cloud.
