How to control file changes on win 2012 ball?

foreword:
I work in a small company as an administrator, after the next seizure by the user of the encryption virus, I encrypted many files on the ball, there is a good backup every day)
Is it possible somehow to track a large number of file changes, say in 1-3 minutes of time and automatically block the user from network resources?
