What programs do you know for transferring data from one database to another?

What programs do you know for windows for data transfer, MSSql <-> MySQL or MS Access <-> MySQL or databases of the same type MySQL <-> MySQL
Interested in the following functions:
- horizontal filtering, that is, selection with WHERE
- vertical filtering, that is partial transfer of selected fields in the table
- a scheduler would be nice
- it would also be nice to convert data on the fly. using user-defined functions
- and more to the heap - creating complex queries - LEFT JOIN, UNION
