What program to use to create 3d models of animals, for further production on these models?

Good day.
What is the best program to use to create 3d models of animals, a tiger 1 meter long for example.
The general design of the animals is quite simple: a metal wire frame covered with a hardening material. In this program, I need to create a frame, which then get all the data on the length, joints, etc.
To be honest, I have never done this, so if someone knows where you can read about it. Basically, it is not clear how to make a real frame from the resulting model in compliance with the dimensions and proportions.
As for the experience of 3d modeling, this is a professional inventor.

In general, if this is not mass production, then you can start without an engineering 3D model, a sculpt and a sketch of reinforcement is enough (the margin of safety for not very large models goes off scale), this is how most sculptures do:

Sculpting can be done in any convenient program, the main thing is that you can convert mesh to stl for printing on a 3D printer (for layout). It all depends on the artist, will it be Zbrush, Mudbox, Maya, 3dsMax or another program.
Armature can also be introduced at the sculpting stage, if necessary, you can calculate the dynamics in CAE (for example, COSMOS), but personally I don’t see the need for this.
In Blender, you can make a good model, but usually the quality / time spent is not very good. Although, it all depends on the tasks and skills, so this is a personal opinion.
