What program to reassign alt to one of the letters?

The button on the clave flew off, I want to change the viola to it. I usually used the AutoHotkey program for such purposes, but it seems that this program does not know how to reassign the alt depending on the selected language.
I know that there is a whole bunch of programs that can do this, but choosing the best one is still a problem.
Share what you use, I will be extremely grateful.

try Microsoft Keyboard Layout Creator (MSKLC) I regularly correct comma to dot in Russian layout with it. there was also a "keboard hack" like it was called, I rebinded esc to F1 with it when I flooded the keyboard, now I could not find it.
