What program to play the archive of video recordings from surveillance cameras?

Good afternoon, there was a huge problem. I can’t reproduce data from 4 surveillance cameras, the fact is that I have no experience in this. I tried about 20 preer and CMS for video surveillance, but none of the programs opened it.
Now I will describe what is available:
1. A hard disk with the Ext file system (I can’t say the version, since I ran it under Windows and only managed to open it through third-party software, I can clarify)
2. There are only 2 folders with files on the disk, in one folder files with DVR resolution (information with video info is attached below), into the second files with IDX resolution.

I renamed the file to .264 extension, and it opened with the usual MPC-HC, though with image artifacts. Broken file, right?
