How to organize streaming broadcasting with the ability to scroll video?

Good evening!
Tell me a way to organize streaming broadcasting with the ability to scroll through files like on youtube (I chose 21 minutes of broadcasting and from there the download goes on). At least in which direction to dig?
RTMP is waiting for the file to be loaded, or I configured something wrong (distribution via nginx).

If you make a VOD broadcast via HLS or DASH - out of the box it will allow you to correctly navigate through the timing. One minus - the reaction time will be a little longer than in the case of RTMP. But it will work with any source material.
