What program to choose to create a virtual webcam from an RTSP stream (for free)?

For a long time I have been looking for a program that will allow the RTSP stream from an IP camera to be turned into a virtual webcam, for programs like Skype and the like. An RTSP stream is good in itself, there are a lot of programs for receiving and viewing, recording, saving to a computer, but it is the conversion of this stream into a virtual camera that is possible only with watermarks (Magic Camera, WebCamXP / NetCam Studio, ManyCam). The only suspicion appeared about VLC, I found a certain "plugin" VLC2VCam ( vlc2vcam.com/), but did not understand how to work with it, the instructions say about working with Magic Camera, but it is paid. In general, there is an inner feeling that VLC can somehow create a virtual webcam, but I can’t figure it out without adequate instructions. Is there a free solution for this problem?

True, I heard something about Skype and DirectShow glitches, so I don’t give a guarantee that it will work.
