What program is suitable for gluing scans?

Greetings. I came back from vacation, collected booklets, pamphlets, other waste paper from museums, government offices, stands, promo stations, etc. I scan for myself as a keepsake, but the A3 scanner gives us a very low resolution, and the A4 scanner does not take large-format papers. I scan in parts - you need to glue. I downloaded programs for gluing panoramas, but they refuse to connect images.
Tell me, please, what program can I glue the scans. Basically, there you need to combine on one side, but doing it manually is very dreary. In addition, you can’t install anything paid at work, better free or online software.

Scan to pdf and stitch to pdf. The free Master PDF Editor ( https://code-industry.net/masterpdfeditor/) is perfect for this . In principle, this can be done simply in LibreOffice (if you install a plugin), but everything takes longer there (perhaps more convenient, debatable).
