What program is more convenient to edit iptc tags?

Hello. I want to organize my collection of pictures stored on the hard drive. I decided that it would be convenient for me to use IPTC tags for this, in different combinations. Like "fantasy", "comics", "flick_the_thief", "admin jokes". Tell me if there is a convenient program for hanging such tags on pictures? It is very desirable that the list of possible tags be saved and I do not have to type in a word from the keyboard from time to time, but a couple of mouse clicks are enough.
I tried Xnview - it's possible there, but it takes too many actions for each picture. Given the size of the gallery option is unacceptable.

Lightroom is the most convenient I think. At the end of the process, you will need to click WriteMetadata to files or Sync metadata.
