maya, cinema4d, blender - for initial modeling.
zbrush - for finishing.
From the first 3 choose only to your taste. (although it did not work with cinema4d)
ZBrush is used to refine the model to the final result (many many polygons that are convenient to work with).
Blender is driving. And no ZBrush is needed because sculpting is already a built-in feature in blender. Normal mapu can be baked in it. And all this for free.
mikehuman - for quick creation of humanoid models. Save and modify what you need in blender .
Both programs are Open Source, no need to think about licenses.
