You wrote that you want to combine the configuration on the 1C:Enterprise 8 platform with the 1C:Enterprise 7.7 platform. But I have big doubts that you need a system downgrade.
It is more likely that you want to combine something written in 1C:Enterprise 7.7 with the accounting subsystem.
1) If you have a bukh on the seven, then you need to transfer the balances.
2) If you have trade + warehouse on the seven, then you need to buy additional trade, carry out the transfer of balances and set up a bunch of UT + BU.
3) If you have a PUB in the seven, then you need to buy an SCP and transfer the balances to it from both the seven and the current eight bukh.
4) If you have some specifics on the seven (public catering, jewelry, car dealership, construction, etc.), then look at a similar conf from the TOP directory (typical industry solutions) and then as in paragraph 3.

So, calculation for 10-20 client connections:
1. Corei7 server, 8Gb RAM, 2HDD 1TB (for organizing a raid). You can purchase a 60-120Gb SSD to install the system (in no case write 1C database files there)
2. Software: Windows Server + access clients up to 20 pieces + terminal clients 20.
3. 1C - file version - nothing more than
1C - version with MySQL (this is if the database is more than 1.5 GB), then a license for the MySQL server.
