What is the best processor for 1s 10-15 active users?

I choose a processor between the Intel Xeon E-2124 and i5-10400
links to the Intel website, the papers are almost the same, but everyone claims that xeons are better...

If there will always be 10-15 users, then (IMHO) the choice of these two options is equally bad.
I would choose (if you already choose old and cheap processors):

For 1s, you need the maximum frequency per core.
Of the proposed ones, i5 is obviously better, BUT, it does not support ECC memory, that is, there is no choice, there is only zion. (the first letter is "Z", remember the matrix, people lived there in zion, not in xeon)
