I constantly see on freelance exchanges a photo of an allegedly printed logo on paper, t-shirts, etc. What plugin/program is used for this?

All procedures are done in Adobe Photoshop itself.
If you don’t want to bother and make your own scene and exposure, then you are looking for a ready-made mockup on the Internet, since there are a lot of them now.
