What platform/software should I choose to create a managed model?

Hello. The essence of the matter: there is a task to create a laboratory workshop for technologists. There is a diagram of the technological process, what flows from where, what parameters affect what. The student will start the simulation of the process and will have to control some variables, some phenomena (for example, when indicating the need to change the filter, press some button), respectively, the process will go differently. And so, help to be defined with the software on which it is possible to implement it. I don't even know where to start. As I understand it, programs like AnyLogic only allow you to create a model and observe, but not participate in it. Or maybe just do it in c# with xaml? Or are there better options? Unfortunately, there is no experience in programming desktop programs (only a little on the web). It is desirable that the development environment be free

Personally, based on the terms of the TK, I would definitely choose Lazarus.
1. You can easily draw a bunch of buttons and indicators on it.
2. pascal students more or less know, so you can give them to write procedures as a laboratory (go to an adjacent specialty).
3. freefpc is cross-platform, which will be a strong plus if you need to praise it somewhere (like it also works on Linux).
