What php framework should be used to expand the functionality of OKAY CMS?

Good afternoon!
I have the main task - to expand the functionality of OKAY CMS and make a service based on it - "review" to sites. As goods (the system was originally designed for online stores), I have services, sites and programs. The current functionality of the CMS is not enough for me (although ± 70% of the functionality suits me out of the box). The first thing that comes to mind is to combine the system engine with some kind of php framework. Consider Laravel, Yii 2, Symfony.

Since my knowledge in programming is not enough, I am going to attract programmers in the future. Accordingly, the threshold for entering the understanding of the code and the operation of the system engine should be low.

Question for developers with experience - which framework is better to choose and why?

Anticipating the answers: "choose any" or "everything depends on specific tasks", below I will describe an approximate list of extensions and functionality improvements.

Needed improvements
- Dynamic content on the product card. Registered users will be able to add product properties (with pre-moderation or immediately, depending on the user group)
- Referral program to attract new users.
- Internal balance, inside the user account.
- Improved system of commenting and reviews for product cards.
- Improved user groups, with access only to certain product cards.
- Other improvements aimed at working with dynamic content.

- OKAY CMS is written in PHP + SMARTY templating engine
