What PC specifications do I need to work with 4K video in Adobe Premiere?

Hello.
There was a need to work with 4K video (gluing, cutting, etc.).
Now there is a PC:
Intel® Core™ i5-750 Processor (8M Cache, 2.66 GHz)
16 gigs of RAM.
GeForce GTS 250.
On the current hardware, if you work with 4K video, 1 minute video is exported for about 12 minutes. I want to reduce this time, at least 2 times, and ideally reduce it to 1 minute.
Advise iron for comfortable work.
