What PC assembly to assemble for a programmer?

Hello. In agony I'm trying to figure out what kind of computer to build myself (update). I myself have a rough idea, but perhaps an erroneous one about the assembly. Budget $1500-2000.

I am engaged in web programming and in the future (the next 2-3 months) I want to be engaged in development on Android.

Is it possible to assemble a normal PC for this amount? I want nothing to hang))

As long as the goal isn't to buy a GPU for gaming and computing, your budget is more than enough for a great machine or two.

am4 motherboard with a non-old chipset and the presence of m.2 ~ 4t.r., for example Gigabyte A520M H (it is important to look at the manufacturer's website and check the processor support and supported m.2 types)
