Individual. Russia. I want to open a site with small electronic wallets (accounts) for the mutual transfer of funds to each other by my clients.
To make it clearer:
This is NOT about exchanging currencies (Currency > Currency), but about exchanging amounts (Rubles > Rubles)
Scheme of work: One person (helping) transfers his 100 rubles to another person (Recipient) on my website, pays more commission, and that comes these 100 rubles.
It is necessary to be able to pay for the transfer not only with cards, but also by phone, electronic wallets QIWI, WebMoney, Yandex.
It is necessary to be able to withdraw funds not only to cards, but also to everything that was indicated a little higher (wallets, phones)
In the course of connecting to payment aggregators, a problem arose that somewhere they DO NOT cooperate with exchangers rub > rub, only currency > currency, or they are not friends with exchangers at all.
Somewhere there is a problem with the fact that this is only available from card to card, but there are no transfers to wallets and mobile phones.
What payment aggregator or payment system can be connected for this? Are payment aggregators NOT suitable, but Yandex:Buttons, WebMoney.Merchant, massPayment separately? Or is it a legal entity?
