The laptop is very weak, and the memory on it is 1.5 GB in total. There is a flash drive. Advise the OS so that you can install the gcc compiler and emacs. It is possible without GUI.

But if without guis - then almost any Linux, check the compatibility for hardware

Linux with a tile window manager, you install a minimal debian image and deliver and configure everything for yourself.
